Recruitment services — DPS (Dynamic Purchasing System)
The system must available for agencies in the health administration (the contracting authorities) and must cover the contracting authorities need for a good supplement in terms of capacity and competence in the event of needs for assistance for recruitment and recruitment processes for the following (non-exhaustive) areas:
— managers: senior executives, middle managers (directors, divisional directors and heads of sections) and project managers;
— staff functions, e.g. related to finances, HR, communication, archive, judicial, insurances etc.;
— senior consultants/executive officers;
— ICT development and operations.
Health professions; e.g. doctors, dental health, psychologists, pharmacists, etc. physicians, dental health, psychologists, pharmacists, etc.
The Government regulations for employment must be followed, such as the Government Employees Act with regulations, the Freedom of Information Act, the Public Administration Act with regulations, equality and anti-discrimination legislation and the Government Personnel Handbook. This also applies to the contracting authority's personnel regulations.
Our providers must be flexible and able to assist contracting authorities with all or parts of the recruitment process. The processes must be carried out in an efficient manner by competent resources with good implementation capacity.
The contracting authority wants tenderers who can present solid experience and expertise in the following (non-exhaustive) areas:
— recruitment strategy, progress plan;
— preparation of job analysis/candidates' profiles/requirements specification/environmental analysis/needs analysis;
— preparation of an effective vacant positions advertisements and media suggestions;
— publishing advertisements in marketing channels;
— application management.
Search for and contacting passive candidates/search
— selection process/selecting candidates;
— preparation of a ‘longlist’ from search to assessments in cooperation with the contracting authority;
— preparation of a customised interview form in co-operation with the contracting authority;
— initial interviews of candidates including candidate reports thereof;
— interview support related to additional interviews with the contracting authority, as well as process support when needed;
— testing of candidates such as personality tests, ability tests, skill tests and preference tests for relevant candidates;
— presentation and recommendation of candidates;
— reference controls and reports thereof;
— background checks;
— quality assurance for candidates;
— consultancy and project management;
— process documentation;
— process evaluation in cooperation with the contracting authority;
— follow-up new employees;
— assistance in completing the process to ensure that relevant candidates are appointed;
— follow-up and involvement of the contracting authority;
— career counselling/career adjustment for employees;
— recruitment of foreign expertise.

Documented by a company registration certificate or equivalent documentation that shows that the tenderer is registered in a register of business enterprises, a trade register, a professional register or a register of commerce in their home country.
The economic and financial standing must be documented by the following information:
Approved annual financial statements with the board's annual report and the auditor's report for the last fiscal year as well as any newer information of relevance.
